I am cooking up a short proposal to George Soros that he fund, as a
commercial pilot project, an economy for working openly. His main interest,
economically, would be to profit from the business problem that the
European Union faces in trying to integrate Eastern Europe by pouring money
at it.

I bet that the European Union will continue for many years to stimulate
growth through bureaucratically organized projects, grants, contests. We
will organize an "open conspiracy" in which individual innovators of
different economic standing would openly network with each other to
overcome the bureaucratic maze and win as much funding as possible for each
other's projects. In particular, we would draw on our talent in Lithuania
and around the world to win money that would benefit enterprises that
George Soros invests in. I bet that a blatantly open network of innovators
can run circles around any bureaucracy.

...

C) Roughly one-third of our resources would be spent on organizing a
network of independent-thinking people in the villages and small towns of
Eastern Europe to show concrete examples of the creative economic projects
that they are personally inclined to pursue. Likewise, we would organize
independent-thinking people in leadership positions throughout Eastern
Europe and the European Union. Our open political goal would be that the
European Union distribute at least 10,000,000 euros a year through an
economy for working openly to encourage such independent thinkers as the
key resource for uplifting the countryside.
