[ox] Zuviel an Zivilisation?

sondern die Zivilisation. Wenn Barbaren mal Amok laufen ist

Doch die Zivilisation produziert nicht nur Wahnsinnige,
sondern rüstet sie auch noch mit allen Mitteln aus,
um höchst effiziente Katastrophen zu inszenieren.
Gestern war ich in einem Workshop über "Digital Divide",
und da hat der Vertreter der Europäischen Komission,
Peter Johnston folgendes gesagt:
1. "The transition from an industrial society
based on the nation state to a global service
economy beased on networks has a deep impact
of growing disparity in income distribution"
2. "Inequalities are not only growing faster,
but also more visible to people. More access
to television and internet means more familiarity
with the extravagant lifestyle of Europe and America
and increases anger and frustration among those
who cannot share this lifestyle."
3. "The disparities are a legacy of the industrial
revolution; while at the beginning of the industrial
revolution the GDP per capita was roughly equal
between industrialized and nonindustrial countries
" (1:1 im Jahre 1750, FN) -",
the disparities rose to ratios of 20:1 and more..."
Es ist nicht "die Zivilisation", die "anger and frustration"
auslöst und wachsen läßt, sondern der ziemlich eindeutige
Nutzen, den die Marktwirtschaft aus ihrer Globalisierung
zieht.
Ich hatte auch eine Debatte in der österreichischen
Industriellenvereinigung über "was soll die Entwicklung,
wenn dann Terrorhochschulen gebaut werden?"
Aber es kann nicht mehr um eine nachholende
Modernisierung gehen! Die Globalisierung hat die
bewaffneten Aufsichtsbeamten vulgo souveränen
Regierungen vor Ort, die dafür sorgen
daß der Abtransport des Reichtums durch die zur
Gegend gehörigen Leute nicht gestört wird,
in ihrer kriminellen Substanz für die ganze Welt sichtbar
gemacht! "Unsere Schweinehunde" sind es, die "wir"
mit Waffen ausrüsten und dafür sorgen lassen, daß
"unsere" Interesssen weltweit nicht gestört werden;
seltsamerweise werden so viele kriminell gegen die
Hand die sie füttert..warum bloß....?
Es geht, wenn Du so willst nicht um die Perpetuierung
dieser Entwicklung, sondern um Friedenswissen, um die
Möglichkeit an jedem Ort der Welt "zivilisierte" Verhältnisse
(aus dem jeweiligen kulturellen Hintergrund und aus der
Selbstentfaltung heraus) zu schaffen
und zu erhalten. das ist nicht einfach und bedarf einer
globalen Anstrengung, die das bisherige auf Stammes- und
Allianzdenken aufgebaute Lebenssystem nicht einfach
"überwindet", sondern in einem höheren gemeinsamen
Ziel "aufhebt".
Dafür bedarf es eines Zugangs zum Wissen, der sich mit
lokalen Handlungsmöglichkeiten beschäftigt, und adäquater
Bildungsinstitutionen.
Wir haben gar keine andere Wahl mehr als eine Stategie der
"globalen Dörfer" einzuschlagen. Orte, die durch Zugriff auf
globales Wissen ihre Kreislaufsysteme ausbauen und ihre
Reproduktion zunehmend von den Strömen der globalen
Wirtschaft abkoppeln - weil diese ohnehin zum bersten voll
ist mit Waren und in Wahrheit keinen Wohlstand mehr
hervorbringt.
In Auseinandersetzung mit den weiteren Thesen des
Information Society Forum - die ja an der Verbreitung der
Segnungen der "Zivilisation" äußerst interessiert sind -
schrieb ich:
"In addition to this insights Peter Johnston shared the
widespread belief that...
4. "The disparity effects are rather more the result of the
exclusions from global markets then of the effects within them"
5. "There is no more effective way of destroying a country
than trade sanctions"
6. "IT is a hope to provide an infrastructure for a global
market. It is more affordable and of a wider use than other
infrastructure. By the year 2010 it will connect 2,5
billion people"
7. "The focus will be not just consumer goods, but enabling
technologies which will allow people to make their living
by using the infrastructure of the net."
This was followed by slides that expressed Europes
efforts to become more competitive and leading in the fields of IT...
I wonder....
For me, the answers to the following questions are lacking:
1. How can we state that the development of economy
as we know it has devastating effects on the loosers of
the competitive struggle and still request more
competitiveness in their benefit? Or what else
should we request from ourselves?
2. How can we make sure that the establishment
of networks does not drain more intellectual
resources out of poor countries?
3. How do we enable the shift of economy towards
less consumption of natural resources which is
badly needed in this global scenario?
I think the crucial points which must be stressed
and are still open are:
1. How do we provide for the emergence of
regenerative systems which are protected
from economic exploitation?
2. How can information technology deliver
the needed intellectual and technological capacity
and combine it with the existing cultural background
- to enable the dramatic speed of buildup and
restauration of such regenerative systems even
without large transfer of economic resources?
3. How can we build checks and balances against
destructive competition which does decrease
our socioeconomic welfare
- without compromising our technical and
intellectual progress?
4. Is it possible to establish an economic
system that takes into account the need for
localisation as well as the need for globalisation?
And can IT help in this respect?"
Tut mir leid, Du kannst an diesen Fragen nicht mehr
vorbei, außer Du glaubst das Mittel der Wahl ist
Kreuzzug plus eine neue Version von Morgenthau-Plan.
Dann sind wären endlich das genaue Spiegelbild der
"Barbaren".
Wenn Du aber verzweifelt bist über diese Alternative,
dann mußt Du an einer anderen mitwirken. Sie ist
gar nicht so schwierig zu denken, sehr einfach,
nur schwer zu machen.
